Luxembourg CLO – Chief Legal Officer Financial Services / Banking Permanent

JOlivier & Partners has been retained to identify the European Chief Compliance Officer of one of the world’s largest banking groups. Based at the Luxembourg European headquarters, the Chief Compliance Officer will lead the compliance function across the bank’s European operations and branch network, shaping its regulatory strategy and working closely with executive leadership, the Board and regulators.

The Organisation & Context

Our client is a globally recognised financial institution with a strong presence across Europe, Asia, the Americas, the Middle East and Africa, serving corporate, institutional and financial clients through a broad range of banking services. Operating within a complex international regulatory environment, the bank places strong governance, regulatory integrity and risk management at the heart of its strategy, and is seeking an experienced compliance leader to oversee its European franchise.

Key Responsibilities

  • Define and execute the European Compliance Programme, identifying, assessing, managing and mitigating regulatory compliance risks across the Luxembourg headquarters and the international branch network.
  • Develop and maintain compliance policies, procedures, controls and governance frameworks across multiple jurisdictions, and provide strategic guidance to senior management and the Board on regulatory and compliance matters.
  • Lead compliance monitoring and testing across AML/CTF, conduct, MiFID, data protection, outsourcing and other regulatory requirements, driving related projects, systems enhancements and continuous improvement.
  • Act as the bank’s senior point of contact with regulators, maintaining strong relationships and coordinating inspections, reviews and responses.
  • Manage and develop the compliance teams in Luxembourg, support local Compliance Officers across the branches, and promote a strong culture of compliance through training and close partnership with Risk, Internal Audit, Legal and the business.

Candidate Profile

  • A degree in Economics, Law or a related discipline — a Master’s degree is an advantage — and at least ten years of experience in Compliance within European financial institutions.
  • In-depth knowledge of European banking regulation, compliance frameworks and AML/CTF requirements, with experience leading compliance programmes across multiple jurisdictions.
  • Proven leadership experience, including managing teams and influencing senior stakeholders, together with excellent communication and relationship skills with regulators, executive management and business leaders.
  • The highest standards of integrity, objectivity, professional judgement and confidentiality.
  • Fluent English; French is considered beneficial.

Compensation

This is a highly visible and influential leadership position with strategic ownership of the compliance agenda across Europe and direct interaction with executive management, the Board and regulatory authorities. Compensation will be competitive and will be discussed with shortlisted candidates.
