JOlivier & Partners has been retained by a leading Dubai master developer to identify a COO leading project delivery and construction management for a pipeline of AED 28bn in residential, hospitality and mixed-use projects.

The Organisation & Context

Our client has 14 projects simultaneously under construction and requires a COO capable of building programme management infrastructure to deliver at scale, on time and within budget.

Key Responsibilities

• Lead all project delivery and construction management across 14 simultaneous projects
• Build the programme management office and contractor governance framework
• Oversee quality, HSE and sustainability compliance
• Manage the interface between development, sales and asset operations
• Work closely with the CEO on the strategic development pipeline

Candidate Profile

• COO, Programme Director or VP Development at a major real estate developer
• Track record of delivering large-scale mixed-use real estate programmes
• Deep expertise in construction management and contractor governance
• Experience with Dubai regulatory environment preferred
